If I only need 1.5 levels of Resistance can I take the remaining 3.5 in Endurance?

you'll have to lose your level 60 access, I'm sure you'll manage though

Honestly, that is completely unfair. If everybody else has access to the level 60 district I should be able to have it regardless of my endurance. That is such BS.
