The difference is your encumbrance rating. Because armor now comes coupled with helmets, the weight for the whole set starts to get pretty high, thus the endurance req's. If you have the minimum endurance and low strength for the B4C you will have a very hard time carrying a heavy weapon, a new belt or even a small amount of stims/nimbus.

For armor it is always best to get your strength past 30 and you end in the high teens at least.
