how about competions where you can "bet" an opposing gang points of a pre determined amount.

for example gang a vs. gang b, they bet 100 points that thier gang can be more criminally active for x amount of hours, after the set time the points are distributed to the winning gang.

or you could do most jail time saved or crime money or whatever. i think it would be a good non war way to exchange gang points. and also a more "fair" way for those "whiners" out there.

Just do something where you put in AP or EP into gang activity and then then have some sorta of gauge that gives you points. Or is that called warring?
