They are all important in their own way. You need to decide in what order you will build your fort. Try them all one at a time and see which ones seem to be helping your wars.

Really depends on how you want to build your gang.

If you want to play refreshes, focus on Def Rating and refresh rate, this will enhance the amount of Def Rating refreshes significantly. This would free up a big more AP for atack.

Or

If you think refresh is too slow for you in hideout repairing, go for the repaire option. You get better repair for you bucks.

Or

You want to foucs on PVP points. Do the gang battle enhancement. However, you wont notice much different until you have 2-3 rank
