I was under the impression that busting out of jail took 1/3 of your action points. but recently i had 9 action points out of a total of 27 and tried to bust someone out of jail but "didnt have the guts". Was I wrong about the action point cost or is there some issue here?

I believe you have to have half your action points to attempt a bust
but it only actually costs 1/3 of your points.
