probably a stupid question but does it cost you AP/engergy to bust some one out of jail? and how does the jailtime to exp ratio work?

you need AP to bust people out and depends on your level..you could do 2 or 3 bust when you are at full AP
and about the exp..the total jail minutes minutes that a certain level can bust is limited..there was a formula(which i dont remember now) but it doesnt work anymore now; Zen changed it
