Im sure the fact that your acc stat is so high has a lot to do with it too. I dont think the weapon strike skill is overpowered, i think weapons iare underpowered. Like they were nerf'd some after skills was implemented and never really fixed it.

FilthyMick hits Ramon Wiley for 1849 damage. Ramon Wiley resists 43 for a total of 1806 damage.

I agree, it isn't your skills, you need a better shotgun. I looked, the top weapon class was introduced 7 years ago (April of 2010). Headbutt/weapon strike 5 years ago (April 2012).
The shotgun was nerfed shortly after it was introduced, it would be underpowered for your current stats either way. I doubt the skills have the same limitations.

I was in 50% and didn't land a hit so that explains that.

You hit better when you're on low health for some unknown reason. Everyone's experienced that before.

You just didn't get a hit this time. But for spike to land nearly 500 damage from headbutts alone was impressive
