Has breaking people out of jail been "tweaked"?

I used to have a pretty good record of being able to break people out of jail.. even at 100 minutes plus. Now, however, I've failed the last ten attempts to break people out, and every time have been thrown in jail myself.

Besides, all changes I make are put in the newspaper.
