From what I'm getting at, is you have to put points into work exp to promote.

That's a good question with the new code. Same thing with reputation. It says you get a promotion from spare job points.

why does it say you need spare pts to promote then

eg. for engineer i need 500 spare pts to promote. thinking that when i hit 500 i will see an option to promote. this isn't very clear

I think you need to hold on to your points and not use them until you get up to the required amount for the promotion. As in my case it is over 600 points for medical 2.
