The same as with other jobs but sometimes better, depending on which job you have.

When you get to the police recruit level you can go to school for Police Brutality 101. Next job promotion get's you PB 102, all the way to PB 105 only. After that last course you should be an expert in that. You have to stay in your job and at your current promotion level all those days or you lose the school. LOL

Police Brutality 101 5 days
Police Brutality 102 10 days
Police Brutality 103 20 days
Police Brutality 104 40 days
Police Brutality 105 80 days

You can of course drop out before course completion. Still, you do lose your money but you get a small percentage of training though (1/8 of how many days you did). Still, get caught by the news crews doing this and your jail time is tripled. HEHE

Just a note on this, is there anywhere that tells you minimum dex, end, str, etc to get to a different job, without quitting the job you are on and losing endurance?

there arent any penalties for quitting and restarting a job.

I quit after my 2nd or 3rd day, I had enough endurance for the next level. When I decided I didn't like the stats and went back to the job, my endurance said it was not on that level anymore and I needed to get 2.4 more. So I noticed that your stats are affected by how much you need for next job. Maybe a glitch?
