Is the gym rat list generated by Energy Points used or by Development Points gained?

most time spent in the gym, hence why occasionally level 5s will be at the top. if its development points, then those level 5ers are gonna see the pantheon awful quick

The list of gym rats is based on who spends the greatest percentage of their total possible energy points in the gym in any given 24-hour period.

oops, energy points, not action points. that's what I meant.
