A nice idea for the game would be a formal allies policy.
One gang can ask another gang to become allies (both monitored under the presidential duties of the staff area). If another gang declares war on you, your ally declares war on them. Ally status would automatically update on the Summary screen.

i second this idea. I think allies, and some form of communication, would add alot to gang wars.
