you can do this with a script if you wanted to. and get the districts as well. just need someone with a high level to run it, lets say lvl 50.

go through every user from id 1 to id 40000 lets say, note the number if they are inactive, and then note if they have an attack option, if they do, take them out of the list, then move to the next district and check all the ones who havent got an attack option, and keep repeating the process.
