if district control is implemented there should be some limits because obviously some gangs would be in control more than others (to a ridiculous extent) so if there are limitations then it would be more of a free for all for people who are on a more level playing field.

for realism, maybe make it so that the strongest people arent "interested" in the weaker areas and therefore dont feel the need to control them haha
