It's a good idea in theory, especially the business idea. Maybe it could be added a gang upgrade, and every level to which you upgrade adds a percentage of 'cover' for OC or general crimes performed by gang members. I don't know much about computers, but it sounds like it would be a pain in the hind side to incorporate into the game!
