Thus the value is by the points in it, after 10 (which i believe is the max you can get for free) is by the thousand.

Cash is liquid, you can use it for anything. You can use it to buy endurance (credits) or intel or housing, stims, uniques, etc. Once it is in endurance, you can't use it for anything else. Thus, its not worth it's face value in credits. 1000 dev points would cost about $3m at 750 a credit. Perhaps $20 per 1000 dev points in endurance over level 10.
