Look at me, I gain 10x the amount in dev points when I train instead of statting up when I was low leveled. Leveling to 30 should not be a problem (can level up per 2 days if ur active enough) then that's the time u can start training. I never trained since its shitty ep and happiness wise till I had the money for the midlan villa.

I also gain cash about 15x faster than a low level. Levels affects crime success rate more than stats.

Hell u can be level 50 without any problems of getting exp targets, just need to be patient and willing to experiment (means willin to bite off at times). Then that's the time to get loans and stuff for the best houses
