Busting people out costs 1/3rd your action points (rounded up) regardless of how many minutes. Honestly, if someone is in there for 5 minutes, it would probably be better to bail them out.

Busting people out is easier the less minutes they have, but I certainly don't want a high-level player being able to bust everyone out of jail using only a few action points. That's why it is 1/3rd your action point max.
