Your NOT listening Delpot.... They are telling you that there is LESS randomness in the OC's than in any other part of the working code.

im not implying that its random. im implying that its virtually impossible.

this is a 16 person crime...so obviously it would NOT work in a smaller gang. unless you consider a 16 person gang small.
