strategy is key, there are many ways to prevent from being hit. the number of time I was hit by Conrad shows that it wasn't one-sided. I took plenty of hits from thegeneral and a couple of other villains on his behalf.

whats the difference in going to a higher district and just hoping districts?
or is that strategy unacceptable also?
