Has anyone else noticed the list of "Almost Gangs" is just a tad smaller then the list of "Gangs"?

I wonder whats the point of these Almost Gangs.

Also while on the subject........

Zen would it be possible to have you sort the NPC's into 2 gangs or so to make then able to be declared on and make them beatable with a some effort. We are lacking gangs to attack nowadays and its starting to become overrated to war.
