I just thought of this, and it probably won't make much logical sense, but it's an idea that I thought might work.

Armor slots for items. Hold a certain amount of weight, and strategic placement of the pockets allow you to hold these extra items without encumbrance penalties.

this is like how many potions you could carry on a belt in diablo 2?

It was belt-dependent in Diablo 2. If you didn't have a belt, you could still carry pots (only one row).

Maybe add a couple of nifty stims slots in the belts? Or sell overpriced MOLLE pouches?
