Yes in the beginning... after a short time it wasn't allowed

I've always thought that it would allow people to imitate gang tags, or become unsearchable.

I was pointing out where it was removed from the game actually, hence why I didn't comment. The only other thing I've found about it is Marlo saying that Zen said somewhere that it slowed/lagged the server down.
