I have no option to add friends since ive started playing, niether does a friends who started around the same time as me. Ive asked some higher level players how to do it and they say the option is just there on above peoples charater sheets. is there a minimum level to add people?

Donator status gives you the friends list and enemies list

you can either Donate or buy credits from the Credit Market
By using credits to purchase Donator days, you get many benefits unavailable to non-donators. Players who purchase donator days at the Donator House get the following benefits.
Improved Gym Stat Gains
Energy Gain Increase
Action Point Increase
Friend and Black Lists
Donator Icon next to name
