What level do you need to be to access the high-end housing.....

what do u mean? to access it means accessing a new district. since u already have midlan access, the other accessed areas are level 40 and 50. i believe that the Underground District, level 30, doesn't have a house, since its underground.
as for the level 60 district. no word yet as i havent heard anything from Rafal nor has the estate agency updated it's catalog
