I've wondered that for along time now and how come when you plan a small bank robbery there are only like four or five members involved when it requires 9 members?

Maybe it only takes four members to do and 9 to plan. The cops use nonlethal weapons.

Dunno. Maybe the cops just took them down with the non-brutal methods of catching criminals; clock 'em in the head with a club.
