It's pretty much like combat proficiency. It's points gained/points spent.
Addition: I don't know if it helps your career gains, but I highly doubt it.

It just shows your place in comparison to the rest of AL. The more you work, the more you save, the more you rank, the higher up you go...

It takes into account how many times you switch between careers and how many times you have been fired too.
