when I click on someone in the user list and go to attack them, all i get is "send cash" and "send mail" at the top...no attack button.
the users are healthy and this happened not once or twice...but 18 times!!! in a row! i have plenty of energy, and the person is not in jail or in federal jail or already in the hospital
anyone have any ideas as to why?

You can only attack players in the same district.
