I was wondering, at what level do your action points start going up by 3
and what other levels do your points start adding onto eachother

You would find the answer to this in the Assist Forum.
If you are a donator, u get more AP per refresh. In general, you will get +1 to your AP refresh every 5 levels + or - 1 level.

thats EP refresh pattern, I got 9ap each refresh on 37 and I still get 9 on 38

Exactly, i get 6 ap and 8ep at level 20 when i donate.
