I think it would be a good addition to the game if you add more diversity to the payoffs of crimes. Instead of always getting cash from your crimes, make it so there's a small chance of getting items, some trash to sell, some useable. For instance, if I break into a trailer, there could be a 1% chance that you find a beat up pistol that you could use. There could be a 5% chance of finding stimpak, and a 20 item of finding junk like "a leg lamp" or "a Billy Bass" that you could sell for a couple bucks. This pistol would be of mediocre quality, basically a low level pistol that wouldn't be better than a pistol you could buy, but would be useful for poor players until they buy a better quality one from the store.

Mobile Home 6 (junk items - "Billy Bass", Redneck comedy tour video. Armor - Get 'er dun t-shirt)
House 7 ( junk items - TV, DVD player. weapons - handgun, butcher's knife)
Robbery Action Point Cost (once again, mainly money crimes, though you can also get credit cards/membership cards that sell for cash along with jewelry)
Simple Mugging 3
Targeted Mugging 4
Group Mugging 6
Pickpocketting Action Point Cost (same as mugging, minute the jewelry)
Drifter 3
Tourist 4
Monorail Station 5

Steal a sports car 21 (makes travel to the place after the place after the rural area free)
Arson Action Point Cost
Field 3 (usable items - crispy animal, a food that heals your health)
Abandoned Building 10 (small chance of starting a large city fire that sets the jail on fire and causes them to free their prisoners)

yeah, but only for the same amount the other cars from that crime level would be worth.
