how do I do so? I thought i would upgrade in storage but that didn't put me in anything more than the cardboard box I started with

Go to exploration --> estate agency
All housing available in your district are listed there but no lower than what you currently own.
this is also the exception as you will need the cash in your bank account to buy a new house and not on hand.
