Pest just rolled us again, we thought we try and fight.....when you got to the dropdown box to attack the gang in wartime, it showed their damage at around -90. it took several hits (and therefore precious AP) before they were at zero as they should have been at the beginning of the war.
Is this a glitch or a neat trick I need to learn?

They repaired before you could get a strike in.
