Gang Combat Rating is a replacement of the old gang combat bonus. This number is added to your combat effectiveness when performing an individual player v. player attack. It has no effect on war capability.
how can a gang improve this thing...

Staff page --> Gang upgrade --> Increase Gang Combat Rating +1 (last 1 down there)
1st upgrade cost 1k points.
