When doing certain crimes, I have the AP to do it, yet I cannot. Are there other criteria involved? If so, what is necessary for what crimes?

by cannot do you mean you don't succeed or you simply are not able to perform that crime?

Cipher recently implemented a code that gradually gives you access to crimes, to soften failure rates and make the game more unlock-y, if you will. It's detailed in this post:
