Why are they not giving a combat bonus anymore?
Just extra rounds and a few ap/ep fills

they still give combat bonuses. I think if you use more than a certain number a day though the combat bonuses drop rarer . also you might start getting doc wagons(not sure if cipher removed that crap or not)
