You have to be level 4 at least before you can start to travel, when I hit four it finally opened up another part of the city for me.

You have to be a certain level just to "qualify" to go to certain districts.
Level 4 = Industrial District
Level 8 = Rural District
Level 22 = Midlan District
Level 30 = Decatur Underground

You might be right, I know you are for Midlan, it is 22 to go there. It's been sooooooooooooooo long ago for going to Industrial, I thought it was 4.
