Can anyone start a gang? If yes, what is involved?

That's better. Everyone can start a gang. You don't need anything special. Just some money, a name, and money to help your gang members out. When you got the money and have a name, start the gang, get more money and upgrade the gang so it can have more people in it. Then..you might want money to support your gang with armors and guns. A gang that does that is a good gang, and is more likely to have people stay in it, depends on who is running it.
