is there a better chance to beat someone by mugging them then a leave

i think that muggings are harder, but i don't really ever attack anyone so i could be wrong

Mugs are harder than leaves. I have been known to bite off with a leave in order to mug someone as well.
Its just my personal experience that says mugs are harder.
I look at it like a pecking order, I'm pretty sure (with the exception of zerking) that the order in which the attacks appear is the order in which they are hardest. I.E. Leaves are easier than mugs, mugs easier than hosps, and during gang wars gang battles easier than leaves.

I believe its all random mugs and leaves both seem pretty easy compared to hosps.
