It would be nice if we could move to a less expensive house without losing all of our happiness. Right now if I have a house with 550 happiness and move to one with 500 happiness I lose it all. Shouldn't I only lose 50?

No because yo uhave to sell your current house and then buy the lower 1 you want. so your happiness will drop to 100 (basic value when you start at level 1) and then when you buy your new 1 your max moves up.
Why do you want to downgrade anyway??

There should be some way to mortage your house at a low interest rate, if you don't pay it back within a certain amount of time you lose the house and/or go to federal jail for a little bit.
