here's an idea... create a crime for lower levels that is a computer theft crime (similar to the ability of the sym-pack crime). up the payout for the district specific computer crimes and force people to have a "computer" in their inventory. create the computer so that it is similar to the degmags where it breaks every so often. and, voila, you have higher level players buying another item from lower level players.

+1. i don't like this size limit thing btw
