I know im level 3 but i was wondering, could you put in really hard crimes such as assasination or a terror attack

trust me, the devs won't want to add a terror attack, even if it is just in a game. They could be targeted for releasing a terrorist training tool, or some such thing. And a terror attack isnt a mere crime

There are some crimes that I cannot succeed at yet, and I am level 15. They have done a good job so far adding crimes as needed.

I agree with Chris, the crimes are very well thought out, i am lvl 11 and i can do the 12 point crimes most of the time. I still have a few crimes to do before i run out.
