Just because your a lower lvl doesn't mean you should follow thru with a lower IQ. IMO you got pwned. When he was in my gang he got 3 permissions: Mass mail, View surrenders and Gang Announcement.
Anyone dumb enuff to give gang vault access to a known Gang Hopper like him deserves what they get.

i pretty much give full access to all members that join, 3 of whom gang hopped, but they're smart enough not to rob us.
christain, jaysin, and i THINK this guy your complaining about. i'm pretty sure he was in my gang, and might've given him access to the gang. i dont remember.
hmm... i think we should rethink how we do things, just in case. everyone in our gang has full access to our gang, so far no problems =)
