The old code forced people to fight back if they wanted to keep the gang from being dissolved. Lots of side deals were cut to end wars.

Sounds like it would have made for some damn interesting things. Obviously people complained too much otherwise it wouldn't be history. I think its at the point where there is no turning back though, improve on it or leave it. Too much time and money from dedicated players.
