you should see which ones are in the district you are attacking in
if axel or jay or horvath are in the district I wouldn't
finding 2 to 4 lower guys in the same district is your best shot

It was against 3 of the weak ones
so, it's only by chance whick NPC jumps in right? so if you attack one, you have a chance of none popping in? i was blown away by axel lol. at very least, for some of you higher level/older players, you have a place to get great exp. risk or not.
good way to see who might or might not jump in is check the NPC's in your district and the NPC's in the hospital.. last night i lost in a 4 on 1 and got a hefty hosp time over 150 mins, so its risk vs reward for the middle class
edit: g2 was quicker(i hate you)

haven't tried npcs but i'd like to have starting health in the logs. can't tell if someone jumped me at low health or not
