Wow, it's going to be a rough fight for those gangs.
Maybe there should be a time limit on wars? Like if neither side does damage to each other for a week then the war is declared a draw.

I'm sure it's been brought up before, but I like Weebay's idea. Otherwise, either Zen will have to step in, or the smaller gangs that are left will have to recruit help and coordinate to get out of this.
