well for anyone who has been trying as long as i have there is hope... It only took me 6 1/2hrs but i finally got 1
1. You get in contact with one of your buddies who is in the seedy part of town.
2. You ask your bud if he has any simple jobs you can do.
3. He tells you there is a person who he wants to figure out what their daily routine is. So he says he will give you some petty cash to tail him for an hour.
Result: You find your target eating lunch at the local deli. With the petty cash you purchase a coffee and sit and wait. The man meets 3 gentlemen wearing suits. One gives him a briefcase and they walk off. You follow the man down the street until he gets into a taxi and takes off. Guess this information will be useful. Too bad you used most of the petty cash!

Kinda annoying, I just failed 4 crimes in a row, a 12AP one, a 4AP, 2AP and a 3AP, in that order.
I got caught twice on 3AP crimes and once on a 2AP.
