sure it does. it will enable some of the lower level players to "potentially" equip some better weapons. just train END in your career or make a donation or two for credits (or buy credits on market).

it seems that some players is taking advantage of knowing how much this weapon is, so beware and read real well, i was not paying attention to the name and bought a katana for 1 mil,lol, but i hope the player is man enough to step up and let me know who it was

guess i was paying more attention to price rather than name, but i guess it was a low trick, like i said i hope that player mans up
