Biff. Click the link Thor gave you, please. Read what Zenith said. (To make it light, there's a 1 year curb before people are removed.) If you wait for all of them to be inactive for a year, or come back to play, the Retirement District should be gone.

Not sure that 1 year thing was made official, usually when Zen says she likes an idea, she either does it right away or after 6 months, 3 polls and 200 mails.

You either have a retirement district or you don't. It was scrapped because it was (finally) decided it was lame idea so any sense of obligation to players in that district , who no longer contribute to the game should have ended there.

And yet here we are still debating this nonsense.
