The idea of some sort of different color for a gang name signifiying if they're in a war is okay(although I personally haven't checked to see if a gang was/is currently in a war in probably a year). However, as far as their powerlevel, I don't think it matters as much b/c if you don't get very many gang points you blow through them quickly enough where you can just head to the next gang on the list.
In defense of the weaker gangs:
There are a handfull of point-getter gangs in AL that we target when warring. Luckily, those handfull don't care much that we hit them b/c they don't care much for warring in general. However, if those said gangs DID care about warring I don't think a marking on their gang name telling me they're ripe for the picking is fair to them.
