Yes but IP's are not hard to change if you know how
all you have to do is restart your computer and it randomly assigns you an ip

Depends on what kind of connection you have, but the range is close to each other..So, it's not like you're going to have a CA IP one day, then a European one the next.

Your IP address is set to your household or workplace by your internet provider. It can only be changed by getting a new service from a different provider or asking for a different IP.

Negative. That is only if you have a static IP. A dynamic IP can change.
